Paul--no, it is not. There is a PDF copy which occasionally gets circulated, but that is an unauthorised, pirate and amended copy of a 1999 draft. Not only is it now badly out of date, but whole sections have been added to it which I did not write, and to which even a Church of the Creator logo was added. This unauthorised and amended version has caused me quite some legal trouble and it would be really good if people stopped circulating it.
